is it connect to the 'net? is port 13 open on firewall?
if no, check phpgwapi/inc/class.datetime.inc.php look for
if(!$this->gmtnow && !@isset($GLOBALS['phpgw_info']['server']['tz_offset']))
and change it to
if(false)
to disble the time server sync check.
