Makefile problem - 'cl' is not recognized as an internal or external comman: msg#00210

Subject: Makefile problem - 'cl' is not recognized as an internal or external command

I am trying to use nmake to install mod_perl as a prerequisite to
running Mason, but seems that the Makefile has a reliance on cl.exe,
which I do not have since I don't have MS Visual Studio. Is my only
recourse to obtain and install Visual Studio, or is there something
really obvious that I should know in order to perform a workaround?

Here is the dump from my command line:
