Re: lynx.cfg location policy, libdir vs. sysconfdir

It is already definable from both configure and userdefs.h so location 
is going to change on that basis anyway. Users can specify 'lynx -cfg foo', and 
there are options and aliases to command-line parameters. I think you make the 
least number of people unhappy by not changing anything and leaving it up to 
the distro.
