Can you give an example of how you feel this breaks URLs? Ampersands have 
to be escaped, they aren't allowed to appear in the HTML without escaping 
them. 

If you change the URL in view source mode then if you try to enter an 
unescaped ampersand your browser will probably correct the error (certainly 
Mozilla did when I just tried this).
