How is this a problem exactly? Tidy does not claim to be a
conforming XML processor, it's in fact Tidy's nature to
accept illegal markup. For many instances of illegal markup
Tidy silently corrects it. We have feature requests to be
less silent about those, but I'm not sure there is anything
here not working as advertized.

VersionInfo EncodingDecl? SDDecl? S? '?>'
