tidy will not show an error message, even not in
XHTML-docs, but when reparing, tidy adds the missing
</p>-tag.

Yes, there are many things Tidy does not report, this is 
well known and we don't claim that Tidy does it. So this is 
not a bug. There should be (multiple) duplicate in the 
feature request tracker though.
