That either means that the different behavior of the PHP Wrapper is by design in which case your expectations are wrong and this is indeed not a bug, or it is a bug in the PHP Wrapper. You would need to tell us in which way Tidy misbehaves here, ideally with minimal C code that reproduces the problem without relying on the PHP Wrapper.
