Jeremie,
The simplest way to proceede would be following:

Follow all the steps needed to build wengopnone-ng

but instead of using the command
scons qtwengophone

do

scons enable-video=no phapi

This will build phapi.dll and phapi.lib in the directory debug/

copy them to your project directory
and add phapi.lib into your project file....
