I have a similar disc here (different serial number, but same problem).

The discs are new members of a growing group of DVDs with still cells 
without a still time set to 0. I wonder which broken authoring tool is 
creating this, but especially Universal seems to use it.
Unfortunately, the current detection for these discs in libdvdnav was 
wrong, because it would miss these cells unless they appear at the end 
of a PGC. The attached patch fixes the problem. It is in cvs'es of 
xine-lib and libdvdnav now.
