[PATCH] double ratio again

Hello again.

rc0 is now out it would seem, so here comes the ratio patch again. It's
against latest cvs and changes since last time are that I've also upped
the interface version of post plugins and video decoders, as requested
by Miguel.

I have not touched touched the dxr3 parts -- Michael Roitzsch said he
would see to that.

I believe Migual said he would take care of the mpeg2 video decoder(s),
and someone needs to make sure the expand post plugin still does what
it's supposed to.

Other than that, I've been using xine with this patch applied to play
video for the last two weeks or so and it's worked as expected, with
scaled theora video and unscaled things like avis, scaled mpeg1/2 and
DVDs.
