I did find an installation problem (the hard way)...
NOT a vlc problem; a dependancy problem with
libvorbis based on how they named a revision.
Do not:
install vlc followed by upgrading kde to 3.2.x
Do:
upgrade kde to 3.2.x THEN install vlc.
This gotcha should go away once dependancies
progress past the poorly named libvorbis revision.
