Summary: tvtime-configure should fail if tvtime running

Initial Comment:
We have had some problem reports that are the result of
someone using tvtime-configure while tvtime is running,
which does not work since tvtime internally is keeping
its own state.

I'm worried because if you're not editing the users'
config file, we may want tvtime-configure to succeed
anyway.  For example, when debconf is writing
/etc/tvtime/tvtime.xml.  So I'm not sure how to handle
this case.  Maybe a --force or something to
tvtime-configure that we can use within debconf or
similar?  Or, it should know the difference between
editing a random file and editing the users' file.
