I am still not sure what to do about this bug. I think we
need to at least understand what's going on before 0.9.13.
Marking this as high priority.

Well, I don't know I have MSI TV@nywhere Master (MS8606),
it's NTSC/PAL/SECAM
cx23881-27 based tv-card.
In modprobe I've tried lots of parameters, but in dmesg I
always see
NTSC+BTSC, I should use PAL D/K, with A2 or NICAM audio...
As far as I know xawtv sets PAL to PAL D/K and Audio to A2
while switching
between channels (I've seen it in dmesg), but it does not
make my sound work
anyway (probably v4l driver in version 0.0.3 is not quite
ready yet, or there
is some other problem...)

Here is how I modprobe:

# modprobe tda9887 pal=d
# modprobe tuner type=33 pal=d
# modprobe cx8800 audio_debug=1 video_debug=1 nicam=1

and matching part of dmesg:

The difference between PAL-DK and the default PAL-BG is the
audio carrier. It's at 6.5 MHz with PAL-D and 5.5 MHz with
PAL-BG.

Usually, the tuner hardware on your capture card is able to
auto-detect this. If this fails, there is a module
parameter for the tuner module to change the standard.

Add:

options tuner pal=d

Or use:

modprobe tuner pal=d

To force your tuner into PAL-DK mode. This is not something
(as far as I know) that we can control in tvtime.
