One possibility is that km does not have PCI id of your card. You can use
lspci to find which pci id your card has (try both "lspci" and "lspci -n")
and then add it to list of PCI ids km supports.
As for PAL-M I am not sure whether this works (or ever worked properly).
If the mode is there is means that ATI provided the numbers needed for the
mode to work. However, the numbers required much tweaking to get SECAM to
work properly, so I would not be surprised if the same is required of
PAL-M.

In the Avview Control Window, there is no km device listed under card
for V4l, just "none" and "automatic".
As I mentioned, I'm running Debian 3.1 Sarge, with kernel 2.6.8,
which uses X 4.3.
Have you tried XawTV as an alternative to avview? I don't run Debian,
but I'd be shocked if it wasn't available in .deb form. I've had good
luck with it with several Radeon cards; admittedly, all were older ones
which were already well supported by the GATOS drivers (and I wasn't
trying to record, just to view, so km wasn't a factor). I've run into a
couple of situations where XawTV worked quite well while avview didn't,
so it seems as if it'd at least be worth giving it a shot in this case.
