question 2: is there a command which returns the bitrate(s) for a
specific file?

ffmpeg -i FILE.MP4 will return the bitrate

Unfortunately, display of the nominal video bitrate is not available for all codecs. Eg:

FFmpeg version CVS, Copyright (c) 2000-2004 Fabrice Bellard
configuration: --enable-amr_nb --enable-amr_wb --enable-mp3lame
libavutil version: 49.0.0
libavcodec version: 51.9.0
libavformat version: 50.4.0
built on Apr 25 2006 10:47:12, gcc: 2.95.4 20011002 (Debian prerelease)
Input #0, avi, from 'xyz.avi':
Duration: 00:01:00.0, start: 0.000000, bitrate: 451 kb/s
Stream #0.0, 25.00 fps(r): Video: msmpeg4v2, yuv420p, 352x288
Stream #0.1: Audio: mp2, 48000 Hz, mono, 32 kb/s
Must supply at least one output file
