-vol n

  where: n is the percentage of the original
         amplitude, default = 100 (100%)


I have found for AC3 encoding, I need '-vol 400' to match the original 
audio in amplitude.

ffmpeg -i input.file -vcodec xxxx -acodec ac3 -vol 400 output.file

Your mileage may vary, etc.
