As I said, it was from another forum, I had not tried it myself.
I get the same issues.

I used:
ffmpeg -i "Inputfile" -bitexact -s 320x240 -r 29.97 -b 768 -acodec aac -ac
2 -ar 24000 -ab 64 -f psp "output.mp4"

And it seems to work, even plays in quicktime, but my 2.0 psp can't play
it. There are some e-mail in the archive about problems w/ 2.0 PSPs, but no
resolution I could find.
