"soft telecine"

Sorry for all the wuestions on my first day.
One last question for the day (probibly) If I have a "soft telecined"
(i.e. video with the pullup flag, but not the actual frames/fields, Does
FFMPEG honor that flag, and read the full 29.97. Does it ignore the
flage (resulting in choppy video) or do something in between?
If it does not honor it, is there a way to tell it to, or some equally
acceptable alternative? (i.e. if I set my rate to 23.976 does it make it
right, or do something weird)
