drmSetBusID fails

Hallo,
	I have Linux kernel 2.4.20, XFree86 4.2.1, and a Radeon 7000 AGP 64MB. 
I am using the GATOS drivers, but using DRI snapshots drivers usually 
give the same error, the function drmsetBudID fails with permission 
denied, but the permissions on the file system are right. Any ideas?
