It would be something like this:

CFLAGS="-O2 -DNDEBUG" CXXFLAGS="-O2 -DNDEBUG"./configure

or

./configure CFLAGS="-O2 -DNDEBUG" CXXFLAGS="-O2 -DNDEBUG"
