v3.5.3 command-line modification-time options

The gui client has an option that controls dates used for files retrieved from 
the remote server. This works for the gui client, but the preferences don't 
appear to be used by the command line client. Is there an option to specify 
this behaviour to the command line client? I'm using SOS-Classic v3.5.3.

On a releated note, I was quite surprised to discover a recent post discussing 
the possible addition of a date comparison algorithim to reduce copy bandwidth:

Was this only a problem with the command line client? Has this functionality 
been added to your released client software?
