ViewVC Exception: Expected RCS file...

I just ran into this problem and then fixed it.  I saw a few others encountered this problem as well.  Here's what I did hopefully it will help you:

Problem:

After install of viewVC when going to the viewvc url I got an exception like this

raise vclib.Error('Error parsing rlog output. Expected RCS file %s'
Error: Error parsing rlog output. Expected RCS file  path-to-cvs-files

Solution:

ViewVC depends on the RCS tools for it to parse the CVS repository.  Therefore, they must be installed and on the path (or you can use the rcs_path setting in the viewvc.conf file

In my case, I was on a stripped down ubuntu install, so I installed the rcs tools like this
apt-get install rcs
