For the 1.0.x release line, there was really no reason to use 'svndbadmin
update' since 'svndbadmin rebuild REV' did the same thing. So, no, the
INSTALL for that release line is correct.
However, in 1.1.0, we've made these two commands actually do the two
different things you'd expect them to do.
