ViewVC is template-driven, and those templates can be localized, yes. There
are a couple of ways to do this:
1. If you simply want to do a single fixed non-English language, just
translate the strings embedded in the .ezt templates files.
2. If you want browser-selectable localization, you can use per-language
string collections which are referenced from the .ezt template files
using a particular data inclusion method. See the notes about this
sort of thing in viewvc.conf (search for "kv").
