I'm not certain, but I don't think mod_authz_svn will work with ViewVC URLs.
There are some outstanding patches for teaching ViewVC to parse and honor
the SVNAuthzFile, though nobody has had time to review them.

It's pretty simple -- in your svn_roots configuration, specify the URL of
the remote repository instead of a local path. Note the "use-at-your-risk"
notation there, though. That route can be full of pain and suffering. The
support is not quite complete, and pretty undertested. Your ViewVC instance
will need to have cached auth credentials for the remote repository. And
other annoyances and limitations like that.
