Sure, ViewVC output is all templatized, so just tweak the templates. In
templates/include/header.ezt, you can remove this line:
[if-any rss_href]<link rel="alternate" type="application/rss+xml"
title="RSS [[][rootname]][where]" HREF="[rss_href]">[end]
and in templates/include/footer.ezt, remove this
[if-any rss_href]<a href="[rss_href]" title="RSS 2.0 feed"><img
src="[docroot]/images/feed-icon-16x16.jpg" class="vc_icon" />[else] [end]
