Actually, in the 1.0.x line, 'svndbadmin rebuild' and 'svndbadmin update' are
basically the same thing (we were using "rebuild" to mean "rebuild the info for
a given revision", not "rebuild the info for all revisions thus far").  So the
instructions as provided are fine.  I appreciate the review and feedback, but am
closing this one WONTFIX.

By the way, in ViewVC 1.1.0, though, this behavior is different.  'svnadmin
rebuild' will now trash all the database data for a given repository and rebuild
it in full for all revisions.  I very much appreciate you opening this issue, if
only because in doing so, you've reminded me that I never updated our "Upgrading
HOWTO" document to tell folks of this behavioral chance in 1.1.0.
