ViewVC doesn't yet pay attention to Subversion mime-types, but .pdf should match
the mime lookup stuffs and be deemed non-human-readable.  If that's not
happening, check your mime files to make sure they contain the types and
extensions you need.

In ViewVC 1.0.0, we exposed a new 'prefer_markup' variable for files which, when
set, indicates that ViewVC believes the file is something that the markup view
can display well.  The default directory template uses this to determine if
clicking on the revision number next to a file should go to the markup view, or
to a file download.  You can use this variable elsewhere to customize your
templates for the behavior you desire.
