Russ, I think your suggested notice is perfect.

I noticed there are a couple of files which don't have copyright statements at
all (sapi.py, win32popen.py).  There's at least one that has copyright James
Henstridge instead of the ViewCVS Group (svndbadmin).  There are some that make
false claims about the years of coverage (vclib/svn/__init__.py appeared in
2002; vclib/svn_ra/__init__.py appeared in 2003).  I think this issue should
cover cleaning *all* of that mess up.

Ideally, we could consistify these notices to that point that annually we could
run a script that automatically updates existing notices (like the Subversion
project does).
