Tim, please don't cross-post to dev@ and users@. As this is a usage 
question, users@ is clearly the proper forum for it - it does not

Either you have not configured the MySQL permissions properly, or you 
have not configured the database settings in viewvc.conf properly.
It is difficult to be more helpful without more details on exactly what 
you have and have not done in these areas.
