make a changeset without network connection

is it possible to make a changeset without network connection?
originally i thought i could convince "ci" to just commit to my depot,
and use sync or push to bring it to the main repository later. but
commit gets an error for not beeing able to write through to the main
rep.

is it just not possible, or i'm more on the blind side?
