I was thinking that since there don't appear to be any CVS icons for the options we want, just hard-code the tortoise ones in there; at least in the meantime. Maybe that would avoid any actual code needing to load before they'd display? Don't know, just a guess. I went ahead and created a new enhancement issue for this, because it's a little different from the key-binding one. I attached a patch that only modifies the plugin.xml and plugin.properties files (based off of the one you posted), and it seems to work, but I didn't get a chance to test it too much.
