Jeff, 

I think it's a problem of more than just committing transactions. I've also
seen 100% CPU usage just when the GUI client is inactive. I assume it's due
to background refresh. 

I apologize that I ignored it for so long. I had hoped it was only a GUI
problem. Now I've found it in the IDE.

In addition, I'm pretty sure I saw it once in the IDE when the IDE was
inactive. Does the IDE perform background refresh as well?

Let me know if there's anything you'd like me to do to help you track this
down.
