I think what you are referring to is that Vault does not automatically
select unchanged files in the "check in" dialog box. Therefore if you
select, say, 5 files to check in and only 3 of those files have a status
of edited then only those 3 files will be selected in the "check in"
dialog. If you manually check off the 2 unchanged files, Vault will
undo the check out of those.

On the something that really bothers me topic, I've got the option
"Check In Unchanged Files" set to "undo check out". I have never seen
this work. If I checkin a group of files containing unchanged ones I
always have to go thru afterwards and manually undo their checkouts.
I'm running version 1.2.3 (785).
