Darcs' tag feature might > support this somewhat, but I am not sure. A local "darcs get" just links the history files, the main overhead is the creation of a new working copy. It's possible to create hard links between two repositories after the fact, using "darcs optimze --relink --sibling=OTHER-REPO". Although the branch creation overhead is something line O(n log n) in the number of changesets, it's superior to other systems because you can share history data on parallel branches.
