Introducing Tailor

Hi all,

I'd like to introduce tailor_, a tool I wrote to make it easier to
migrate changesets between different VC systems. It's somewhat similar
to VCP_, and a little more generic than various xxx2yyy scripts out
there. It's written in Python, and tries to be as neutral as possible,
having an abstract engine that operates on concrete backends. It
currently knows how to exchange revisions between any of darcs,
subversion and CVS systems, with late addition of partial monotone
support. For other details, see the devoted `wiki page`_.

If there are no objections, I'm going to use this ML also for tailor
related discussions, as Zooko suggested.
