I emailed Perforce support and Mark replied. It turned out that I
missed two important steps in the conversion process:
- the daemon cannot be running while running the dochanges command.
- the depot data directory must be empty.
I made these changes, re-ran dochanges and it worked! I can now query
all of my old CVS data :-D
