Personally, I would prefer that record messages are allowed. For one, I
think it will make life easier for automated tools that deal with darcs as
a backend. If darcs returns an error in this case, it's one less thing the
tool may have to double-check itself.
Requiring commit messages certainly won't insure that the messages given
are /helpful/. If people want to give extremely short and non-helpful
messages, they still can, and theres not really a way to enforce that.
