darcs record --help
...
--edit-long-comment Edit the long comment by default
--skip-long-comment Don't give a long comment
--prompt-long-comment Prompt for whether to edit the long comment
You can stick these in your _darcs/prefs/defaults (or ~/.darcs/defaults),
and then override it on the command line when you want.
