Initial Comment:
To whom it may concern,
      Is it possible to submit a URL that points directly to 
the latest version of a file in CVS without having to 
provide a revision number?  Currently, when I use 
ViewCVS and click on a file name in my repository, I get 
its log.

An issue tracker is not the place to ask usage questions --
that's what mailing lists are for.  That said, "Yes" is the
answer to your question.  If you are using the default
templates, you'll see two "Bookmark a link to HEAD" links
(one for "view", one for "download").  Use the URLs provided
there for tracking the HEAD of that file.
