This seems to work for me using ViewCVS HEAD. I just did a quickie test: add two files, foo (1.1) and bar (1.1) make a change to foo (1.2) tag em both ("my~tag") make changes to both foo (1.3) and bar (1.2) grab a tag tarball: http://localhost/viewcvs/cvs/test.tar.gz?only_with_tag=my%7Etag&view=tar as expected, it contains foo (1.2) and bar (1.1) now grab a non-tag tarball: http://localhost/viewcvs/cvs/test.tar.gz?view=tar as expected, it contains foo (1.3) and bar (1.2)
