We had the same problem some times ago (at that time we were not very 
familiar with cvs). But working with different developers on the same 
physical directory makes it almost impossible to work with cvs in that 
way it was meant to be used.
Simply enable the "public_html" home directories of apache (or make some 
virtual hosts for every developer, or simply make a develop folder in 
document root and give every developer his own subdirectory). Then every 
user can checkout his own sandbox in his directory and also test it 
there (BTW: this is also a good exercise to build web sites which are 
not bound to a specific path ;) ). Then you are able to make real team 
development and export the official site from a clearly definined cvs 
tag. This approach makes your live a lot more relaxed, i think. At least 
for our development it did. ;)
