network sandbox permissions: msg#00149

Subject: network sandbox permissions

I'm running a win 2k3 advanced server with active directory server and
winxp pro clients.

I'm trying to create a sandbox on a networked drive on the server.

When I try to commit files I get the following error: cvs [commit
aborted]: cannot open file name_of_file.php for comparing: Permission
denied

where name_of_file.php is the first file on the list that needs to be
committed. I've logged into the client computers using a user that is part
of the domain\administrators group, so the user has complete permissions
to the files that are being committed.

How do I get rid of this error?
