"cvs diff" returns an exit status that, unlike all other CVS commands,
does not tell if the operation succeeded, but instead indicates if there
were differences.
Because of this, TortoiseCVS deduces the actual status of the command by
inspecting the output generated.
This might be a case where this algorithm is being misled. A patch was
contributed for this a while ago; I have applied this patch and built a
TEST release (http://testpilot.tortoisecvs.org/). Could you please try
it out?
