It's not exactly an answer to your question but hopefully it will make 
some things a little bit clearer.

A *very* brief overview:

1. Choose Sever machine
2. Install latest stable CVSNT on server machine
3. Configure CVSNT server as per the docs, i.e. use CPL to define and 
initialize your repository
4. Choose an authentication method. If you've already got a VPN set up 
and all (potential) clients and the server machine belong to the same 
domain, the easiest would probably be :sspi:
5. Now, configure your CVSROOT in WinCvs according to the choices made 
in step 4.
6. Import your existing sources via WinCvs
7. Check out the sources to all your clients
8. Start working!
