I assume you're talking about Python 2.3 ? So far, it hadn't been enabled
because it was still in alpha/early beta state. Up until WinCvs 1.3.13
Python is loaded by explicitly trying to load python22.dll and if that fails
python21.dll . One of the next releases will probably have a setting to
specify the name and location of the Python DLL.

I only work on the FAQ whenever I've got sufficient time to spare. This
issue seemed to be too much of a moving target so I didn't want to put
something up that might become obsolete shortly after.

Are you aware that all of the developers and moderators are doing this
exclusively on their free time? When I'm at work I reply to list postings
ASAP (if I know the answers that is). Currently however I'm on vacation and
so I only check my mail every once in a while...
