i can't really tell if you're complaining about this behaviour or not
(you simply made a statement about the behaviour). In case you don't

Those docs show how to narrow down the time, e.g. by adding the hour and
minute to it.
Note that this is not a WinCVS behaviour, but a cvs server behaviour.
As a side note, this behaviour actually makes perfect sense (to me, at
least). There is no other sensible behaviour for the server when asked
for "the state of the tree on Day X" unless you also narrow it down to
(e.g.) "... Day X, before 20:27".
