No, b9 was an intermediate release which had a few minor regressions.
b10 is much better. The latest release of CVSNT is 1.11.1.3 build 62.
In contrast to WinCvs 1.2 the 1.3 builds use an external CVS.exe that
could as an effect be updated independently of WinCvs releases. You
should always use the cvs.exe from the latest stable release of CVSNT
there (if you don't need all the server stuff, look for the
"Precompiled binaries" link on http://www.cvsnt.org).
As for the stability issue you mention, the 1.3 builds are not
officially stable but in my personal experience they are much more
stable than 1.2.
