maccvs 3.2 Problem: cannot bind to socket

I am running into a problem with maccvs 3.2   (Version 3.2b12) and MacOS X, 
versions 10.1.5 and 10.2.  When I try to checkout from our repository, I get 
the 
following error message in the Console Window:

cvs -z9 checkout -P powerloom (in directory 
Maui:Users:tar:Documents:Test2:)
cvs [checkout aborted]: cannot bind to socket: Permission denied

*****CVS exited normally with code 1*****

An appropriate version of the cvsgui command for OS X has been installed.  
In fact, I can successfully check out the repository using the cvs command 
from the Terminal Command line.  It just seems to fail when invoked via the 
maccvs interface.

I have tried later versions of MacCVS I can't get to properly connect to the 
Python libraries, even though I included the appropriate alias in the directory.

Any advice on how to proceed?
Are there any requirements with regard to the group or owner settings for the 
maccvs files or libraries?
