Greg,
this problem shows up with WinCVS 1.3.7 and 1.3.8. It's been filed as
a bug long time ago, but unfortunately nobody has worked on it. As a
workaround, download yourself the 1.3.6 version and replace your
cvs.exe with the one from 1.3.6. This will make the dos window close
itself again.
